Back by Popular Demand: The Municipal Energy Manager Program

Municipalities now have access to funding to hire a dedicated municipal energy manager. Energy managers develop energy management plans, implement energy-saving opportunities, and drive tangible energy and GHG reductions in their municipalities.

The Municipal Energy Manager (MEM) Program is reopened and now accepting Expressions of Interest.

Participating municipalities can receive up to $180,000 to offset the salary of an energy manager and to implement energy saving projects.

The Municipal Energy Manager program is administered through the Municipal Climate Change Action Centre (MCCAC) and is funded by the Government of Alberta.

Funding Details

The Municipal Energy Manager Program offers staffing grants to municipalities in Alberta to offset the salary of an energy manager. The energy manager works for a municipality to develop an energy management plan, implement energy saving opportunities and realize energy savings. Additional funding is also available to support the implementation of energy management initiatives.

Program Incentive Value

  • Year One
    • 80% of MEM salary up to a maximum of $80,000 per year.
    • Up to $20,000 in rebates for project implementation funding is also available to participating municipalities, to support implementation of energy management initiatives.
  • Year Two
    • 40% of MEM salary up to a maximum of $40,000 per year.
    • Up to $40,000 in rebates for project implementation funding is also available to participating municipalities, to support implementation of energy management initiatives.

The program is currently accepting applications from eligible municipalities. Applications will be accepted until March 2026 or until funding is fully allocated.

Why does your municipality need an Energy Manager?

The Municipal Energy Manager Program enables municipalities to be proactive in managing their energy use, becoming more energy efficient and reducing greenhouse gas emissions. This municipal-hired staff member is tasked with improving the energy efficiency of municipal operations by developing an energy management plan, finding energy saving opportunities, and leading energy reduction projects.

How to Participate

Participating in the Municipal Energy Manager program is straightforward:

  • Submit an Expression of Interest through our website. Expression of Interest are non-committal. They allow MCCAC to review eligibility and project scope.
  • Submit an application that formally details the proposed use of grant proceeds for an municipal energy manager. MCCAC will review and approve applications on a first-come, first-served basis.
  • Once approved, sign a Funding Agreement and move onto hiring a Municipal Energy Manager. The MCCAC provides a sample job description to support recruitment.
  • After selecting your preferred candidate, complete the Skills and Behaviour’s Checklist.
  • Throughout the Municipal Energy Manager’s employment, municipalities are required to complete Year One and, if applicable, Year Two deliverables and work plans as outlined by the Municipal Energy Manager.
  • In the final three months of the Municipal Energy Manager’s employment, the municipality must provide project completion documents, including a final report and acknowledgement of funding.
